Default rusted bolts

i am in the middle of putting on my new Monza exhaust and im trying to get the three bolts off back by the cat. and i had to break off the bottom two but the top bolt is being difficult and im not sure the best way to get it off. I have been trying to go at it with an air gun trying to get ride of some of the metal but it is taking way to long so please if you have any inputs please let me know.

try some penetrating oil before you try to loosen the bolt. and if worse comes to worse get a dremel or similar tool and cut the bolt off and replace it. you dont want to reuse rusted bolts anyway
