this is what gamespot says about it :

Import Tuner Challenge does few things right and faces stiff competition from other racing games, but if you sink enough time into it, it can grow on you.
The Good: Gives you plenty of rivals to race against; car upgrades and tuning make a noticeable difference in your car's handling and performance.
The Bad: Practically unplayable until you earn enough money to buy a decent car; online options are inadequate; not enough road to race on, so it gets old fast; weak audio visual presentation.

i was going to get the 360 but decided to wait till the ps3 comes out in november, this system is going to rock all the other ones

It is the new version of Tokyo Extreme Racer from the PS2. It's not all that bad after you get into it awhile.
