I keep seeing these by the Air Intake Filters and I cant figure out where they go or what it is used for or if it has any performance value at all. Could someone explain this to me?

Those usually go on the PCV valve... it just keeps the oil from being sucked back into your intake... on some cars it leaves oil in the engine bay (filter doesn't catch all of it), and others it doesn't....

yeah goes on a pcv valve or some cars have a seperate nipple to vent blowby gases and such, some use a breather filter and some use lines to a catch can. in my experience the filter gets all oily and so does everything around it

So in other words its just one of those catchy things people think look cool and it help alot, but in reality it just messes everything up.

If you could create a vacumn to help scavenge these blowby gases, you would see a lot of gain and benefit, as opposed to just that dinky filter that ( as stated before ) blow a crapload of oil all over the place.

atleast on hondas there is a stem coming off the valve cover and thats where you would put it

They're usually all in the same place... they come off the head, and go into the intake... just follow a vaccum line like that...
If you take a pic we can say yes or no.
